Not all packages assign /usr/local as an auto prefix. There are some,
such as alsa-libs, for example, that automatically assign the prefix
as /(root) rather than /usr. Most however most packages will default
to /usr/local by default due to the FHS standards, and general
practice. Mostly you'll find /usr/local used in BSD distributions
rather than GNU/Linux systems.
