It makes it less likely that other similar situations will arise and that
there will be need to add additional --disable-thingy switches. Yes, it
isn't foolproof, but it's one less potential way for the host system to
corrupt /tools.

Agreed. If a mechanism was added to disable pkg-config, it should be done
very early on in chapter 5.
