No. GCC doesn't require ISL. "info gccinstall" says for ISL:

Necessary to build GCC with the Graphite loop optimizations.

If we don't need Graphite optimization, we can skip ISL. Is Graphite enabled at -O2? I don't know. If not I think it should be rarely used.

But on the other hand ISL seems also necessary for multi-thread linking of ld.gold. Maybe we can consider to add ISL into the book (like the outdated CLFS book).

$LFS_TGT-ar is not avaliable but $LFS_TGT-gcc-ar is avaliable? Certainly your Pass1 Binutils build is bad. Then $LFS_TGT-gcc would execute host Binutils tools and the entire toolchain may be contaminated. DO NOT continue with that. You have to find out what was wrong in Pass1 Binutils build.
