root in chroot /building# grep found dummy.log
found ld-linux-x86-64.so.2 at /tools/lib/ld-linux-x86-64.so.2

Bruce, was r11588 (it removed 'rm -f /usr/lib/gcc' from the start of
the chroot gcc build) in place when you built 9.1 ?  I'm struggling
here, bacause I can't see what else has changed which is likely to
affect this.
