Perhaps you're rerunning this step without using fresh source, after a
previous failure ?

I'll assume you copied this by hand, and that /lib/tools is actually
/tools/lib. You should find POSIX.pm in /tools/lib/perl5/5.8.6/, if it
isn't there then you mistyped the instructions in chapter 5's perl.
Once you get this sorted, please read the errata on the website and use
perl-5.8.7 when you build perl in chapter 6.
