I'm a bit boggled, but could you go back to Ch. 6.6 and make sure that
all of the symlinks are there?  In fact, you might want to go through
the beginning of Ch. 6.  Make sure you used the right chroot command,
all the symlinks are there, etc.

Commonly when there are errors like this, the chroot environment isn't
set up right.  But, if you built glibc, then that's probably not the
issue.

You didn't get any errors during the build of glibc?

Yeah, I jumped the gun on that one.  That's not the issue.

Sorry, that's all I've got right now.  Just make sure you've done all
the steps at the beginning of Ch. 6 correctly.
