It's just that the server admin hasn't updated the packages yet. If you
download the necessary sources manually and then make sure that you turn
off package downloading in jhalfs.conf, everything should work smoothly.
Also, if you're intending to build svn LFS, the stable version of jhalfs
won't cut it. You need to use the svn jhalfs to build svn LFS.
