Not really - at least, not without some major tweaking. Gentoo doesn't
include dev tools on their LiveCDs.
Have you tried the LFS LiveCD?

I was planning to use Gentoo's one because it is a LOT smaller than
LFS's one... 50 MB versus 350 MB.
