I figured out my problem. In step 3.2 it says to obtain the packages. I 
copied these from the lfs-sources directory on the LFS LiveCD since I am 
using the LiveCD as my host system. I was logged in as root at the time 
since that step is before the step to create the lfs user. Later, when 
su'd in as the lfs user the difference in permissions from root to lfs 
on the copied files appears to have been causing the compile to fail.

I removed all of the sources and copied over the files after being su'd 
in as the lfs user and the make of binutils succeeded.
