In the words of Emily Litella ... never mind. It appears I simply omitted the "install" command at the end of the block prior to copying to /etc/udev/rules.d.
I had re-read the documentation several times prior to posting but spaced it as I'm used to the install command on a line of its own. That and "0 errors occured" after "make test" led me to assume the error was prior. Bottom line, still my mistake.
