Never mind, I found it.  Like a complete beginner, I forgot to delete
the gcc source tree between steps... so I was still using the source
tree that was *specifically* patched to remove /usr/include from the
search path while it was still being built in /tools.

I know there is a warning early on to erase the source tree when you're
done with it, but I think it might be a good idea to stress the
importance of doing so at the beginning of 6.12, because failure to do
so can totally screw up subsequent builds of gcc.  Otherwise idiots like
me who think they know it all will forget to do so :-)
