It depends on the stated (and real goals) of the project. The constant recurrence of the question, to me, means that the project either incorrectly characterized the expected (intended) audience, or is drawing the wrong members into the audience, or have not accomplished (to their satisfaction) the intended educational goal as completely as desired, or the project is going through its own "education" as it attempts to educate others. Nothing at all wrong with that last item, IMO.
