Quoting from "5.3. General Compilation Instructions"...

  Important : Before issuing the build instructions for a package, the
  package should be unpacked as user lfs, and a cd into the created
  directory should be performed. The build instructions assume that the
  bash shell is in use. 

As such, all instructions for the linux headers assume that you're
starting from inside the extracted linux package, and all gcc
instructions assume you're starting from inside the gcc package.
