That text goes back a long time - over the years I think there have
been one or two kernels which included some stale files, and it
certainly does no harm to ensure the source is clean.

No.  I think you are reading too much into it.

As with any other package, cd into the directory where it extracted
(linux-3.19.0, ISTR).  Then run the instructions.

make mrproper

make INSTALL_HDR_PATH ...
cp -rv ...
