If this is the sysv book, rcS.d/S10udev.  So it happens early, after
mountvirtfs, modules, localnet.  And if you are using systemd, ask
again.

That script should be a symlink to /etc/rc.d/init.d/udev.

A quick guess - either you did something wrong when installing udev,
or you missed the note in section 8.3.1 to enable CONFIG_DEVTMPFS
and to not select CONFIG_UEVENT_HELPER.
