Just follow the instructions in the book. What are you trying to
do that deviates from the book?
tar -xf glibc-2.24.tar.xz
cd glibc-2.24
Now do the instructions exactly as specified in section 6.9:
...
That includes the instruction:
tar -xf ../../tzdata2016f.tar.gz
...
then when all the instructions are finished:
cd ../..
rm -rf glibc-2.24
Is that so hard?

Which Dir were you in when you untarred "tzdata2016f.tar.gz" ? and what
command did you run?
