I mentioned this in September for 7.10 after noticing it on one old AMD machine. I now recall that one reason for such failures was using a kernel which does not support 32-bit emulation, i.e. CONFIG_IA32_EMULATION.
Looking back, for 8.0 I see large numbers of failures on three of my boxes: an old Athlon64 x2, a not-quite so old AMD Phenom X4, and my recent intel i3 Skylake which runs as my server. In the case of (at least) my skylake I *do* have that config option set.
