Never mind, I figured it out. While rebuilding Linux PAM, I accidentally
left in the line 'rm -fv /etc/pam.d/' in my build script, which was only
supposed to be done when first installing it. Removing that line and then
reinstalling it followed by reinstalling Shadow fixed it.
