I've found that windows programs tend to lie about transfer rates,
OTOH lftp is very quick to notice that it hasn't had a packet in a while
and isn't shy in telling you about it.

How do the overall rates for the transfers (ie bytes in file/time to xfer)
compare? If they're more or less the same then it's Windows that has the
problem.
