No, lftp will not send e-mail.
But it can bypass the file. See --size-range option.

Impressive, I've not checked the changelog as of late, when new releases
are put out I normally read the e-mail changelog (love those) but I have
not seen them recently?
--size-range=RANGE download only files with size in
specified range
