Can you confirm where libreadline (the library) is installed?

There is something else you can do too:

export LDFLAGS="-L/usr/local/lib"

So in that line you have down there -I/usr/local/include it should say 
-L/usr/local/lib, you may need to fix the makefile/configure script to 
account for /usr/local/lib.
