Who will contact the violator?

(Yes I'm serious; one of the reasons for having people help us do this
is so I don't have to do it. I can spend whole days chasing license
violators, but I'm pretty sure people would be much happier if I
didn't and just coded instead. Besides, I don't like to send nice
emails to license violators asking politely to please blah blah blah.
I prefer coding.)
