I just did 2 encodes with different qmats, and it seemed to decode
fine on Windows, in QuickTime. Mind you, I still didn't set it
per-frame.
Also, I do think it's important to keep the same matrices as the
upstream encoder uses as profiles, Just In Case. Whatever we add
would be put in a new profile or Something™.
