IIRC those functions aren't exposed at all and used as building block
for something else.
I can try to define a couple of new arrays in DSPContext to expose them as
it is done with put_tpel_pixels_tab but I think we still need to remove the
static from the functions, may be I'm wrong...
As a rule you should not add code to dsputil.c
