if it's made default it should be a warning instead of error. Even if
it's not default a warning on a missing config is probably a good idea.

I don't see how. Moving the CHKCFG calls to secondary expansion would
require a rewrite of the fate make rules (if it at all is possible).

A recursive make for fate% to avoid including tests/Makefile in the main
Makefile doesn't let us use finegrained prerequisites for fate targets.
