Libavcodec will be distributed with our application.
When the application starts to play a video, it will check the
availability of libva.
If libva is possible to use, the application uses hardware
acceleration feature.
That would fail miserably if libva is present but has no functioning
driver backend. Besides, it makes no sense: it is not libavcodec that
devices to use libva or not, it is the calling application.
