I don't think adding APIchanges entries that people call "plain nonsense" is good for everybody. I'd expand it even more than Martin's proposal: Deprecate rtp_callback without replacement, i.e. it won't be possible anymore to get image slices before the full frame is encoded. However, the libavformat rtpenc muxer can still be used for RFC 2190 packetization.
