I think you have some problem during the configuration step, a simple configure --enable-libmp3lame should enable both the libmp3lame encoder and decoder (did you make distclean before to configure?), check the -formats option and te configure output. Also you should use a more recent version of ffmpeg, and this kind of ff* tool question belongs more properly to ffmpeg-user rather than to libav-user. BTW why so many newlines in your message?
