If is not anything magic... It is just part of the video you
want to decode. Where are you getting the compressed video
from? In the same way you get compressed frames, you should also
be able to get the extradata.

If you read the compressed video from a file (for example, an
asf file), you can use libavformat (there are good tutorials
on the net) and it will take care of properly filling the
extradata field.
