I like the idea! But the limitation I see is that all daemons need to

I don't think installing libcgroup by default is a bad idea. If a
feature is enabled in the kernel, you need the user space components
to help.

Yes, all init scripts need to be LSB compliant and several tools rely
on the LSB information to figure out the start/stop run-id SXX and KXX
from the file.

I would recommend sending in a patch to libcgroup, may be an install
script when libcgroup is installed. I like the overall idea.
