LSB compliance is ensured by many packages and redhat-lsb just puts it together. E.g. LSB requires us to ship OpenGL -> redhat-lsb depends on Mesa. But many things are LSB compliant even without the redhat-lsb package. For example, you can use /etc/rc.d/init.d/functions in init scripts and you don't need redhat-lsb.rpm, just initscripts.rpm.
