Default can be decided by distros, like ./configure 
--with-default-rules="/etc/cgrues.conf".

See separate mails, I just add here that cgclassify uses the rules too and
1) command line switches to set config file/dir must be added there too
2) it's probably easier to debug it there than in cgruleseng.
