Are you saying that cgconfig does not control whole of the cgroup hierarchy. It controls only part of it. In the sense that there might be other cgroups present in the system which are not known the cgconfig. It is a relatively lose model. If that's the goal, then things are fine. But I don't think that's the goal you had started with.
