Hello, 
I just look, to this patch.
The Idea "if cgfonfig tool accepts configuration file which is empty then it 
should accept configuration file with empty mount section" seems ok for me. 
Thus I vote for this fix. I test it and it looks/works ok as well.
Dhaval, what is your opinion.
