Its worth pointing out whats said at the top of the page at that link: "...one of the fundamental aspects of accomplishing things within the Apache framework is doing so by consensus...". Voting is a fine way for gauging consensus or for demonstrating consensus but a vote isn't going to to achieve consensus. Working out how find consensus on contentious issues is one of the roles of incubation, and its just as important to an Apache project as working out the design for some tricky area of code. ...ant
