Howard Berman has had a long tenure in Congress that is worth a deeper evaluation than solely SOPA/ACTA, spanning legislation such as the Anti-Boycott Act, the infamous Berman Amendment (1988 Omnibus Trade and Competitiveness Act), NAFTA, False Claims Act, et al. Whether or not Berman would actually be an appropriate choice for Secretary of State, evaluating his merits should not be done in as shallow a manner as promoting the business interests of his district, Hollywood -- which is pretty appropriate for an agent model of representation.
