I believe that filtering out of Five Eye nations is not because there is an agreement to do so, but rather because they don't want to tag their own secondary operations. As in there are other programs targeting Tor users and running Five Eye owned Tor exit nodes, so tagging the hosts involved in those programs would be a false positive. Or it just means that another XKeyscore node handles that collection. This would also imply that there wouldn't be any kind of secondary operation on the Linux Journal. I still agree it's a loose system, but the filtering out of allied hosts would be done in a later phase of the system. @
