Request for Domestic Covert Role is Defended

As part of the expanding counterterrorism role being taken on by
the Pentagon, Defense Intelligence Agency covert operatives need to be able
to approach potential sources in the United States without identifying
themselves as government agents, George Peirce, the DIA's general counsel,
said yesterday.
"This is not about spying on Americans," Peirce said in an
interview in which he defended legislative language approved last week by
the Senate Select Committee on Intelligence. The provision would grant
limited authority for DIA agents to clandestinely collect information about
US citizens or emigres in this country to help determine whether they could
be recruited as sources of intelligence information.
(WHY does that LIE sound like the announcement to Branch Davidians: "This is
not an assault" as a tank RAMMED their CHURCH??? Because these SCUM LIE ALL
THE TIME!)
"We are not asking for the moon," Peirce said. "We only want to
assess their suitability as a source, person to person" and at the same time
"protect the ID and safety of our officers." The CIA and the FBI already
have such authority, he added, and the DIA needs it "to develop critical
leads" because "there is more than enough work for all of us to do."
The legislative proposal has been controversial on Capitol Hill
and has drawn criticism from groups concerned with privacy and civil
liberties. The House's intelligence authorization bill, which passed in
June, does not include the provision, which is similar to a proposal that
was eliminated last year from the legislation.
The Senate intelligence panel approved the new authority for the
DIA last week and forwarded it to the Senate Armed Services Committee, which
reviews sections related to the Defense Department. One senior Armed
Services Committee staff member said yesterday that the DIA provision "will
get close review here."
"I'm pretty alarmed" by the proposal, said Timothy Edgar, the
American Civil Liberties Union's national security policy counsel, saying it
could conceivably be used by Pentagon intelligence officers "as a loophole
to attend political or other meetings as part of an initial assessing
contact."
Kate Martin, director of the Center for National Securities
Studies, said the language in the Senate intelligence committee bill is part
of a Pentagon effort to loosen already weak legal restrictions that "are
meant to ensure that Americans' privacy is not threatened by Pentagon
spying." Martin said she is concerned that the language was approved without
hearings that could explore "the actual practices and necessity and
justification for the program."
In the interview, Peirce said the new authority "would not be
used very often and only on an exceptional basis." He pointed out there are
requirements in the Senate committee language that the intelligence sought
be "significant" and that it "cannot be reasonably obtained by overt means."
It also dictates that collecting the information may not be undertaken "for
the purpose of acquiring information concerning the domestic activities of
any US person."
Noting that there are large emigre and expatriate populations in
the United States, Peirce described as a hypothetical case a situation in
which the DIA learns that a new US citizen is about to be visited by close
relatives who are high-ranking officers in a foreign military service. To
assess whether the new citizen would serve as a source of information
obtained from the relatives, or even to attempt to recruit him, the DIA
might feel that an open approach, in which an intelligence officer
identifies himself as such, would not work. "We want to protect the identity
and assess his willingness to help," he said.
The DIA and other Pentagon agencies are increasing their human
intelligence activities in the wake of the Sept. 11, 2001, attacks and
threats to US military bases and facilities at home and abroad. Peirce said
one reason the new authority is needed is that there is "evidence the enemy
is inside the US perimeter."

WASHINGTON (AP) - President George W. Bush, increasingly concerned about a
possible avian flu pandemic, said Tuesday that any part of the country where
the virus breaks out could likely be quarantined, and he's considering using
the military to enforce it. "The best way to deal with a pandemic is to isolate
it and keep it isolated in the region in which it begins," he said.
After the (DELIBERATELY) bungled initial federal response to hurricane Katrina,
Bush suggested putting the Pentagon in charge of search-rescue efforts in times
of a major terrorist attack or similarly catastrophic natural disaster. He has
argued that the armed forces have the ability to quickly mobilize the
equipment, manpower and communications capabilities needed in times of crisis.
But such a shift could require a change in law, and some in Congress and the
states worry it would increase the power of the federal government at the
expense of local control.
Bush made clear that the potential for an outbreak of avian flu is much on his
mind, and has had him talking with "as many (world) leaders as I could find."
He acknowledged that a quarantine - an idea sure to alarm many - is no small
thing for the government to undertake and that enforcing it would be tricky.
"It's one thing to shut down airplanes," Bush said. "It's another thing to
prevent people from coming in to get exposed to the avian flu."
He urged Congress to give him the ability to use the military, if needed.

"I think the president ought to have all . . . assets on the table to be able
to deal with something this significant," he said.
As a standby precaution, Bush signed an executive order in April that added
pandemic influenza to the government's list of communicable diseases for which
a quarantine is authorized. It gives the government legal authority to detain
or isolate a passenger arriving in the United States to prevent an infection
from spreading.
Bush also said he has been urging world leaders to improve reporting on
outbreaks of the virus, and exploring how to speed the production of a spray,
now in limited supply, that "can maybe help arrest the spread of the disease."

HONG KONG - An international delegation, including U.S. Health
and Human Services Secretary Michael Leavitt, toured a chicken coop in
Thailand on Tuesday. The barn had been scrubbed clean of the bird flu virus
plaguing much of Asia.
We are worried about places where we are not seeing processing
done with this level and degree of quality, said Leavitt. It only takes
one spark to set this virus off.
Asia is where the avian virus first started killing birds and
then people. The current virus, discovered in 1997, is now spreading faster
and farther than ever.
Thats why the United States and other countries are watching it
so closely.
If it happens anywhere there is risk everywhere, said Leavitt.
A perfect starting point
The virus is concentrated in some of the poorest countries in
Asia, the ones least able to contain a health crisis. At least 117 people
have been infected. More than half of them have died from the disease.
Southeast Asia is the perfect starting point for a pandemic.
Millions of people are in close proximity to each other and to the birds
that can carry the deadly virus.
Vietnam is the hardest-hit nation, where wandering domestic
chickens have spread the bird flu from farm to farm. Villagers who catch the
virus complain of fever one day and are dead the next.
The United States and China have sent money to Vietnam to help
vaccinate 260 million birds, but the disease is spreading faster than the
vaccine. If one bird is sick, the entire flock is destroyed, but not the
ones on neighboring farms, a situation some experts believe is helping to
perpetuate the disease.
Twelve people have died in Thailand, four in Cambodia and three
in Indonesia. Each country is stockpiling as much anti-viral medication as
it can, but no one country has enough to protect even a quarter of its
population, so the focus continues to be on containment.
Is a pandemic inevitable?
Hong Kong is clear of the virus for now, but health officials
are resigned to the fact that an outbreak is coming.
We cannot stop that from happening, said Dr. Ronald Lam, in
charge of Hong Kongs emergency medical response. Definitely pandemic will
come.
Hospitals, nursing homes and clinics are monitored for signs of
influenza. Every incoming passenger at the airport is electronically scanned
for fever.
Experts fear that if the disease becomes contagious among
people, someone boarding a plane in a place like Hong Kong could spread the
virus around the world in a matter of hours.
"You'd be surprised how fast that virus can travel from a Third
World, backward country farm into New York City, said Dr. Frederick Leung
of Hong Kong University, who has studied the avian virus for years. "I bet
it is faster than a terrorist can arrive."
Viruses observe no country boundaries, added Leung, whose lab
is often called upon to verify and track the deadly flu. The virus doesnt

with a history of debauchery. Is it his fault? To be kind, we could chalk it
up to Illuminati trauma rituals that fragment the psyche of their own children
so they can be useful tools of his Father's old crony CIA-Mossad black-ops
nework that has been running the show from behind the scenes since the early
80's. They didn't name the giant new CIA headquarters after Bush Sr. for
nothing. He financed it though trillion dollar/per year drug trafficking, oil
deals and other black-ops that have stripped America's wealth under "national

Think back to Junior's reading of the goat story to children while the New
York Trade Center was being attacked. He just kept reading the "script" as
though innocent. DUH! Much of the world KNOWS this was an inside job.

That may sound harsh and insensitive. But not as harsh a what's coming if
this insanity isn't stopped. We all lose if we don't come out of denial of
this massive threat and take action. Fearless faith in truth and love must
make a stand sooner or later. And it's late in the game folks. Faithless fear
is incessantly cultured in the mainstream monopoly media. Even Internet e-mail
services like AOL are blocking outspoken expose' websites. It's a war on our
hearts and minds to subvert REAL intelligence.

the mental causes of physical illness, influenza is "response to mass
negativity and beliefs. Fear. Belief in statistics." It's time to see through
the "BS" (Belief Systems) that buys into the fear and takes toxic vaccines

Will these wolves use chemtrails to seed the viruses in the air? They've
caused airborne pandemics before with numerous bio-war "experiments", spraying

It's time to build immunity in the body, mind and Spirit above all.
Vaccines are a core physical assault on that immunity. They seed pathologies
