Nature abhors a vacuum. 
  Something always rushes in to take it's place.
  History shows us that the customary successor to anarchy is totalitarianism. 
  The weaker must be protected from the stronger.
  "Might makes right" is the law of the jungle.
Civilized nations strive to create an environment where "right makes might." 
If the law of the jungle prevails, then the biggest criminal will be in charge. 
Rule by the biggest criminal, and totalitarianism, are exactly the same thing. 
This is WHY "NO GOVERNMENT" LEADS IMMEDIATELY TO "TOTAL GOVERNMENT".
   
  Protective associations become criminal enterprises.
  The mafia, and the Ku Klux Klan are examples.
   
  The Praetorians of Rome were formed to protect the people. 
  This was the origin of the age old question: 
  "Who will protect us from our protectors?"
   
  The complex system of checks and balances, 
  and the division of the power that is needed for the providing of protection, 
  is the system called a constitutional republic.
  A constitutional republic DOES work, 
  but only if the people defend it, 
  with less effort than they would exert, 
  in defending themselves, 
  if there were no government. 
   
  History is filled with examples of private protective organizations, 
  which turned into criminal organizations. 
   
  When the South lost the war between the states, 
  the North put in an occupation force, 
  but did not provide the actual function of protection.  
  Protection is the only real reason for the existence of a just government. 
  The people formed a private protective organization.  
  This private protective organization was later disbanded by its founder, 
  because it turned into a criminal organization. 
  The Ku Klux Klan, that was disbanded by Bedford Forrest, 
  is not in the direct lineage of the Klans of today; 
  which were formed separately.  
   
  Sicily is an Island; 
  which could be overwhelmed by large numbers of sailors. 
  or even attacked by pirates, at any time. 
  The police were not always able to deal with the influx. 
  A touching case triggered the people to form a private protective 
organization. 
  A girl was raped and murdered in a church. 
  Her mother saw the body, 
  and went hysterical; 
  shouting "My daughter!"  "My daughter!"
  Her cries gave rise to the founding of a private protective organization. 
  In the colloquial Italian of that time and place,  
  "My daughter!" was "Ma fia" 
  The private protective organization came to be known as the Mafia. 
   
  Somalia had a collapse of government, 
  and was quickly dominated by what was called "warlords".
  "Warlord" is merely a euphemism for the most powerful criminal.
   

  The Shah of Iran became ill, and abdicated. 
  Ayatollah Homeni quickly took over, 
  and starting executing massive numbers of people, 
  on his first day in power.

All attempts at anarchy.  You can use Somalia if you like or parts of
the old West where there was no real government around to protect
people.  We had "frontier justice" and vigilantism in the form of
lynch mobs.  We had people shot down in the streets at a greater rate
then in Chicago during the Al Capone years of prohibition.
