It would still be force on the importer. In Cornwall, England there
is a trail called the Coastal Trail that goes all around this South
western county, one reason it was built for the express purpose as a
path for the crowns revenue soliders to catch smugglers trying to
avoid the high custom
duties.
The one way it could be voluntary is as a membership fee with
the right not to be a mamber the right to secede, the constitution
says Congress must get the approval from state legisltors to build
within the state, I think the state should get the approval of the
county, the county get the approval of the local government and the
local government get the approval of the land owner to have a collect
point for custom duties, if any of them refuse then that should be
cause to kick them out of the union but I don't think the
constitution or any state constitutions allow for kicking a
government or land owner out of the union but they should because
freedom of association goes both
ways.
Imports today are more than 1.5 trillion dollars, if the federal
government would limited itself to it's constitutional duties a
traiff of 10% or less would probally do.--- In
