If a crazed killer (or anyone else for that matter) approaches you
while brandishing a weapon (especially after they've killed others
moments earlier) you are in imminent danger.  There was no imminent
danger from Iraq.  There wasn't even subtle danger.  We were in
absolutely no danger at all from Iraq at any point during the entire
recorded history of mankind.

You don't have to wait for him to cut you, but you do have to wait for
him to walk toward you with the knife.  If you're in the room and he
is cutting others and they ask you for help, you can also act as their
agent, but this is not the case with nations with DEFENSIVE militaries.
