I agree IF: the toll road was fully funded by the gasoline tax and 
no form of bond or loan or other debt is out due to more funding 
than the gass tax. The gas tax is more for maintnace, and if it did 
not fully cover the cost of the toll road it is not double tax but a 
tax split into two different sources.
