think anyone really subscribes to the notion, though.

I could make the case that our current border security is too restrictive.

That is just plain silly.  The republicans wouldn't give up their patronage
positions at TSA.

On a serious note, how can a state-owned enterprise (as in Cosco and Dubai
Ports) be more efficient than a privately owned enterprise.  This would seem
to fly in the face of everything that libertarians and free marketers
believe.
