It is about the greatest liberty for the greatest amount of people. I already suggested this to you. What is the greater travesty against liberty, searching of suspicious vesseles, or violent assault and pillaging by a pirate. You also carelessly linked siezure and searching, siezure only comes when they do appear to be pirates, or when they do things such as fire guns at the authorities. We have war ships so that every cruise ship on international water doesn't need heavy artilery and armour. On what rational basis can you arbitrarily assume that every other boat on the water is a pirate simply because it is there.
