Boyd, I agree; but, I think a good arrangement to safeguard 
the environment of a community is for it to be proprietary.  

Not at all 'radical' is the notion of condominium(sp?) or 
so called 'gated' communities.  Govt attempts to undermine 
private property rights should be repealed.  None of this is 
to say that *I* endorse any and all things contrived by each 
community; but that's freedom.  The 'default' position is 
reciprocal physical comprehensive autonomy for each person.  

Libertarianism says that if you WANT a certain environment 
beyond that to be imposed upon your community, BUY IT!
