That's not very helpful if I don't speak the language of the country from
which I'm importing goods. I suppose I could just demand that the tariff
schedules, including the laws upon which the rates are calculated (3% of
what? Final sale value? Purchase price? Shipping cost?) be printed in
whatever language I demand them to be. In fact, why should I have to read
them at all? What if I"m illiterate, can I demand that someone be hired to
tell me the tax rate in the language of my choice?

Sounds ridiculous, but that's how politics works. Our best bet, if we are
going to have tariffs or other government functions, is to pick a common
language and stick to it.
