I think it can be, if the association has a certain geographic
jursdiction for courts, and police but that area could be one
property like the Vatican which is around 80 acres, or the Enlish
Channel Island of Sark which is a feifdom owned by the Queen of
England, around 600 people with 40 tenants. Prtican Island in the South
Pacific is often called the smallest populated country with a
population of less than 40 people but it is a protectert of New
Zealand. Monaco is around 1 square mile( 640 acres), it has been an
independent principlity for 300 years, it has been owned by the
Grimaldis much longer, since 1297.
