Then how about this.  I bring several bottles of wine for myself.  A year or 
two later I get a very good offer and make a hefty profit.  When do you charge 
a tariff?  And on how much?  It worth when it was brought over?  Its worth 
after it was brought over?  Its worth when it was sold?
