That may be true from a legal stand point and perhaps should be true
morally under certain circumstances. i.e. If Sam because of a mental
handicap or because he was drugged by Bob or brainwashed (if there is
such a thing) by Bob and thus could be easily manipulated and not able
to fully exercize free will, Bob would be morally accountable for Bob
committing the murder if he tells Sam to murder someone.
