Actually, John, the parts of the Act which are up for renewal won't 
expire until 2007, after the 2006 elections. And in view of the Help 
America Vote Act, which the Democrats (primarily) pushed through 
Congress in 2002 - ostensibly as an extension of the Voting Rights 
Act, no one's vote is protected. All elections are subject to the 
whims of the computer programmers.
